First, request a Codice Fiscale (tax code) at the local Agenzia delle Entrate. Once settled in permanent housing, register your residency (Iscrizione Anagrafica) at the town hall (Comune). As an EU citizen, no permesso di soggiorno is required. Once registered with a Codice Fiscale and an Italian ID card, apply for a SPID (Digital Identity System) via an authorized provider (e.g., PosteID) or use a CIE (Electronic Identity Card) to access government services.
Personal income tax (IRPEF) rates are 23% up to €28,000, 33% from €28,000 to €50,000, and 43% above €50,000 (plus regional/municipal surtaxes). Taxes are withheld at source by employers. Expats can consult a CAF (Centro di Assistenza Fiscale) for low-cost help with annual declarations (Modello 730). An Italian IBAN (or Euro SEPA IBAN) is required for salary payroll and utility direct debits.
Register for the public healthcare system (SSN) at your local health authority (ASL) using your residence proof and Codice Fiscale to get your health card (Tessera Sanitaria). Registration allows you to choose a free primary care doctor (medico di base, €0 consultation fee). Specialist visits, hospital tests, and diagnostic imaging incur a patient co-payment (ticket), generally capped at €36.15 per prescription under national guidelines.
Lease agreements (contratto di locazione) must be registered with the tax authority, and tenants pay an annual local waste tax (TARI) to the municipality. Public transport tickets are managed locally; for example, a monthly urban pass in Milan costs €39/month (or €22/month for under-27s). EU driving licenses are valid indefinitely; optional registration at the local Motorizzazione Civile is recommended.
