Personal income tax (IRS) follows progressive brackets ranging from 12.5% to 48%, withheld by employers. Annual tax returns are filed online between April and June via Portal das Finanças. A local Portuguese bank account is essential for everyday transactions: the national debit card network (Multibanco) operates independently of international card schemes and is required for paying many utility bills, parking meters, and state fees.
To register with the public health service (SNS), present your CRUE, NIF, and address proof at your local primary care center (Centro de Saúde) to obtain a user number (Número de Utente). Primary care doctor visits at public centers are free (€0), though small co-payments (taxas moderadoras) may apply for emergency hospital visits or specialized diagnostics. Many residents also carry low-cost private insurance (€30–€70/month) to access private clinics.
Landlords must register leases on the Portal das Finanças, generating official electronic rent receipts (recibos de renda). Transport passes are regional: the Navegante pass in Metropolitan Lisbon costs €30/month for a single municipality or €40/month for the entire metropolitan area. EU driving licenses are valid until expiration; however, EU residents are legally required to inform IMT (the transport authority) of their local address within 60 days of establishing residence.
