First, register your local housing at the town hall (Empadronamiento) to obtain your Certificado de Padrón. As an EU citizen staying over 3 months, apply at the Policía Nacional or immigration office for the Certificado de Registro de Ciudadano de la Unión. This process issues your permanent NIE (Número de Identificación de Extranjero). Finally, apply for a Cl@ve or Certificado Digital to perform all government, tax, and healthcare procedures online.
Income tax (IRPF) is split between national rates (9.5% to 24.5%) and regional rates, meaning total marginal tax rates vary by autonomous community. Tax is withheld from salary; file an annual tax return (Renta) each spring via Agencia Tributaria. A Spanish bank account is strongly advised, as local utility companies routinely decline non-Spanish IBANs for automated bills (domiciliación bancaria).
Workers contributing to social security (Seguridad Social) get free access to public healthcare. Take your social security number and Padrón to your local primary care center (Centro de Salud) to receive your regional health card (Tarjeta Sanitaria). GP appointments at your designated doctor are free (€0). If you are economically inactive without work contributions, you can buy into the public network via the Convenio Especial (€60/month if under 65; €157/month if 65+) after completing one year on the Padrón.
Landlords must legally lodge your rental deposit (fianza, usually 1–2 months' rent) with the regional housing body. Public transport subscriptions are regional (e.g., Madrid's Abono Transportes or Barcelona's T-Usual pass, which costs €21.35/month for unlimited zone-1 city travel). EU driving licenses remain valid until expiration without mandatory conversion.
