Contact your local commune (maison communale / gemeentehuis) within 8 days of moving into your housing. A local police officer (agent de quartier) will physically visit your address to verify residency. Once confirmed, you will be registered in the national database, receive your national number (NISS / Rijksregisternummer), and obtain your Belgian residency card (E card). Once registered, set up Itsme—the universal authentication app used to access banks, tax portals, and healthcare platforms.
Income tax is withheld at source under progressive brackets (25%, 40%, 45%, and 50%) plus a local municipal tax (4%–9%). You must verify or submit your annual tax declaration via the MyMinfin portal. A local Belgian bank account (or Euro SEPA IBAN) is necessary for salary deposits and automatic bill pay (Bancontact is the universal domestic payment scheme).
Joining a health insurance fund (mutuelle / ziekenfonds, e.g., Partena, MC, Solidaris) or the free public equivalent (CAAMI/HZIV) is legally mandatory. Monthly fund administrative fees range from €10–€18/month. A standard GP (médecin généraliste) appointment costs the official rate of €32; if you hold a registered medical file (DMG/GMD) with that GP, the public refund leaves an out-of-pocket charge of only €4.
Rental contracts (bail) must be officially registered, and a tenant deposit (garantie locative, usually 2 to 3 months' rent) is held in a blocked bank account. You must declare meter readings (index) upon moving in. For public transport, a monthly STIB-MIVB pass in Brussels costs €56/month. EU driving licenses are valid indefinitely; optional registration at your commune is recommended to facilitate replacement if lost.
